What is Research and Development (R&D) and What Role Does It Play in the Change Process?

R&D, or Research and Development, is one of the most important elements of change and transformation in today’s world. During my experience with Teydeb peer reviews and project management, I witnessed how R&D has undergone profound changes. While some academics view R&D purely as scientific research, I observed that some industry professionals perceive it narrowly as product or process design. I often witnessed conflicts arising between these differing perspectives.


Understanding the definition and scope of R&D is a critical step in overcoming these conflicts. Let us begin with a reminder from the Frascati Manual: “R&D consists of creative work undertaken on a systematic basis to increase the stock of knowledge, including knowledge of humanity, culture, and society, and to devise new applications of this knowledge.” This definition highlights that R&D is not just a process but also a mindset.

A Broad Perspective of a Laboratory Environment

R&D is one of the fundamental pillars that allows humanity to continue transforming the world. However, this change does not occur through inspiration alone. Knowledge accumulation and awareness are the most important elements of this process. For example, in 2020, approximately $1.8 trillion was spent on R&D worldwide, with 34% of this budget funded by the private sector. Scientists conduct systematic studies to increase knowledge and enhance their awareness of facts, further emphasizing the importance of R&D.


R&D is one of the most critical steps in change and transformation processes. Simply saying, “I have an idea,” is not a sufficient starting point. Understanding the definition of R&D and its main areas of activity is essential for building a systematic framework. The definition of R&D encompasses three main activity areas, and if your work covers at least one of these, you are on the right track.


Basic Research


Basic research consists of experimental or theoretical work conducted to acquire new knowledge about the foundations of observable phenomena. This type of research forms the basis of scientific knowledge and opens the door to new discoveries. For example, the development of new drugs used in cancer treatment is largely based on basic research. Basic research is aimed at long-term goals, and its results may not be immediately visible. However, the knowledge gained lays the groundwork for future applications.


The importance of basic research lies in its contribution to the deepening of scientific knowledge and the emergence of new theories. A study conducted by Harvard University found that every $1 invested in basic research generates $2.9 of economic value in the future. Therefore, it is essential to give sufficient importance to basic research within R&D processes.


Applied Research


Applied research consists of original studies conducted with the aim of acquiring new knowledge for a specific purpose or goal. This type of research is typically carried out to solve practical problems or to develop a particular product or service. For example, research aimed at increasing the battery life of electric vehicles falls under applied research. Such studies demonstrate how knowledge obtained from basic research can be utilized in practice.


Researchers usually work on a specific hypothesis and conduct experiments to test it. Applied research represents the most dynamic and exciting part of the R&D process. At this stage, there is potential for direct results. For instance, during the development of new software, the product is continuously improved based on user feedback.


Experimental Development


Experimental development involves systematic work aimed at creating new products, services, or processes, or significantly improving existing ones. This stage represents the most tangible and practical part of the R&D process. For example, producing a new model of a mobile phone involves the creation and testing of prototypes. In this process, engineers and designers strive to develop innovative solutions while considering user needs.


Experimental development produces the most visible and impactful results of R&D. Many large companies allocate up to 70% of their R&D budgets to this stage. For instance, Apple’s R&D budget in 2022 reached $27.7 billion, with a significant portion spent on developing new products.


A Process That Shapes Our Thinking


R&D sits at the center of change and transformation processes. Basic research, applied research, and experimental development form the three main areas of R&D, ensuring that this process is carried out systematically. It is important to remember that R&D is not just a process but also a mindset.


By combining the perspectives of scientists and industry professionals on R&D, we can generate more effective and innovative solutions. The importance of R&D continues to grow every day. Our future successes depend on the steps we take today. Embracing R&D not merely as a concept but as a way of life will contribute to the advancement of humanity.
